The development ID bypass is switched on

Both signup forms can create a fully verified account with no identity check and no Didit session. Those accounts are stamped verification_method = didit so they behave like real ones, and carry dev_bypass = 1 so they can be found. Set HP_DEV_AUTO_VERIFY to false in includes/dev-auto-verify.php before launch.

Identity Check

Confirm your email address and we'll take you straight into your ID check — a photo ID and a quick selfie, about two minutes. Your account is created as soon as it clears.

Your date of birth is read from your ID, so there's nothing to type here. This is also the age record required by 18 U.S.C. 2257.
